Resources and publications

The NTRU has compiled toolkits for Prescibed Bodies Corporate (PBCs). These toolkits have been created to assist native title holders to access information and resources regarding funding and training opportunities that may be relevant to their PBCs.

The need for such toolkits was highlighted in the 2007 Australian Government report ‘Structures and Processes of Prescribed Bodies Corporate’ (Recommendation 2).

The Native Title Information Handbooks provide a summary of resources and information relating to key areas of native title.

The Handbooks provide information about:

• Native title legislation and case law
• Federal, state and territory governments' native title policies and procedures
• Native title representative bodies, registered native title bodies corporate, government agencies and other organisations involved in native title
• Native title applications and determinations
• Indigenous land use agreements, future acts and other native title related agreements
• Land rights legislation
• Indigenous Land Corporation acquisitions, Indigenous land management and Indigenous protected areas
• Indigenous population profiles.

This handout offers some ways of thinking about grant proposals and advice about the process of  planning and writing a proposal. 

A factsheet by the National Native Title Tribunal on recent changes to the Native Title Act 1993 (Cth) (NTA). Section 60AAA of the NTA is a new provision introduced by the Native Title Legislation Amendment Act 2021 which gives the Tribunal power to assist in dispute management and resolution at the request of native title holders and Registered Native Title Bodies Corporate (RNTBCs / PBCs).

Taungurung Land and Waters Council and AIATSIS collaboratively produced a decision-making guide for Taungurung people to use in governance.

The guide contains practical information on:

The guide is of practical use for Taungurung Land and Waters Council in governance, assisting communication and engagement, inducting new board members, and managing disagreements about procedures and policies.

It will also be of interest to other Indigenous corporations that are working on their own decision-making structures, processes and models, particularly native title Prescribed Bodies Corporate (PBCs) and other traditional owner corporations.

Example rule book that corporations can use to make their own rule book that complies with the CATSI Act and suits their needs. This rule book satisfies the requirements for most corporations registering under the CATSI Act. This rule book satisfies the requirements for a constitution under the CATSI Act and includes some good governance ideas. It keeps some of the ‘replaceable rules’ under the CATSI Act, and replaces others. It doesn’t include all of the set law under the CATSI Act.

The rule book info kit is comprehensive and takes advantage of the full range of options under the CATSI Act. It includes extra information and notes to help corporations pick and tailor rules.

It is a longer document which includes set laws from the CATSI Act which cannot be changed (rules that apply to all corporations) as well as:

• rules that must be completed (special to that corporation)
• rules that can be replaced
• laws that can be changed
• rules that are good governance ideas recommended by ORIC.
